Focusing on growth and development within urbanized areas and the riverfront to maximize potential and to serve as gateways into Noblesville

Located to the west and east of Noblesville’s traditional downtown, Noblesville brought in MKSK to create unique master plans for the City’s identified Gateway’s that will give each district a new, unique identity that distinguishes, connects, and transitions to downtown. While each gateway acts as a boundary into downtown, each gateway had its own vision and objectives.

The West Gateway focuses on identifying opportunities to activate and connect with the White River and the riverwalk, while the East Gateway worked to transition and connect from historic downtown to auto-oriented Route 37. MKSK got guidance from the City throughout the process as well as engagement from the community through the use of projects websites, that included interactive maps and survey activities, and numerous public engagement events to identify community priorities and their visions for the Gateway districts.

Each of the Gateway’s would identify compatible land uses and potential redevelopment sites for new development while also utilizing existing assets within the districts. These land uses were drafted to address existing housing and economic needs within the City, but also designed to keep affordable housing options and promote “aging in place”.

Alongside the plan, MKSK drafted design and development policies to help implement the envisioned districts as well as identifying infrastructure improvements necessary to support the potential development. The recommendations set in the plan work to ensure that the Gateway plans are intent to serve as frameworks for the future development in the Gateway districts.
