Creating a strategy for neighborhood investment and revitalization

The CONEA-Upper Falls Neighborhood Master Plan was developed to create a road map for future investment within the neighborhood. This neighborhood, located northeast of Downtown Rochester, is one of the most economically-challenged communities within the city. The neighborhood has seen considerable investment in recent years, however, the neighborhood is driven to keep pushing for more investment and improvement to create a live-work-play neighborhood that improves the lives of existing residents and welcomes new residents to the area.

The strategies identified in the plan included a mix of:

  • Transportation and infrastructure improvements to enhance mobility and safety,

  • Development opportunities that build of recent investments and identify key sites within the neighborhood

  • Policy recommendations that target high-level strategies to improve public health, safety, and increase quality of life.

The recommendations for the plan identified opportunities for several hundred new units of housing and 50,000 GSF of commercial and industrial uses.

This neighborhood has seen over $100 Million invested in recent an ongoing developments and infrastructure projects. The creation of this plan was driven by a need to organize the neighborhood’s vision for itself and identify the next sites and strategies to be implemented.

The plan utilized a robust stakeholder engagement process throughout the process that included neighborhood organizations, local developers, business owners, churches, city departments, and residents. Their input throughout the process refined plan recommendations, and helped create the goals and priority projects of the plan.
