Positioning a primary corridor for redevelopment
The 10th Street Strategic Investment Plan is a master plan for the 10th Street corridor, a primary artery that spans nearly five miles from Interstate 65 and the city’s historic core to the new employment hub at River Ridge Commerce Center to the north. The Plan is a vision, investment strategy, and decision-making framework for the corridor to transform it into an accessible connector and vibrant destination.
The Plan recommends a series of experience-rich destinations along 10th Street that: build upon the success of downtown, develop neighborhood cores connected to the surrounding area through new and updated infrastructure, and are supported by a business/community development organization.
Through an online survey and a series of stakeholder workshops and public meetings, the planning process identified five priority development sites to focus reinvestment efforts and developed an investment framework that connects the sites to a strategy for the entire corridor. With the support of market and engineering analysis, the Plan was activated by an Implementation Plan that identifies high-priority next steps (zoning and policy, branding, property acquisition, and project partners) leading to a successful revitalized 10th Street.
